Overview
The mission of the School Attendance Review Board (SARB) is to help students stay in school, attend school regularly and graduate.
 
The primary function of SARB is to reduce the truancy rate, increase school attendance and keep students and families out of the court system. SARB’s intervention with each student begins after a completed referral packet has been received from the respective school.

California Education Codes
48200 – Children Between Ages of 6 and 18 Years
Each person between the ages of 6 and 18 years not exempted under the provisions of this chapter or Chapter 3 (commencing with Section 48400) is subject to compulsory full-time education. Each person subject to compulsory continuation education not exempted under the provisions of Chapter 3 (commencing with section 48400) shall attend the public full-time day school or continuation school or classes and for the full-time designated as the length of the school day by government board of the school district in which the residency of either the parent or legal guardian is located and each parent, guardian or other person having control or charge of the pupil shall send the pupil to the public full-time day school or continuation or classes and for the full-time designated as the length of the school day by the governing board of the school district in which the residence of either parent or legal guardian is located.

Unless otherwise provided for in this code, a pupil shall not be enrolled for less that the minimum school day established by law.

48260 (a)
Any pupil subject to compulsory, full-time education or to compulsory continuation education who is absent from school without valid excuse three full days in one school year or tardy or absent more than any 30 minute period during the school day without a valid excuse on three occasions in one school year, or any combination thereof, is a truant and shall be reported to the attendance supervisor or to the superintendent of the school district.

Requirements and Guidelines

Referral Requirements
When a referral is made to the SARB office the following requirements should be provided:
Attendance letters
Classroom interventions/incentives
Counselor interventions/incentives
Site interventions/incentives
Nurse's interventions/incentives
Face-to-Face conference with parent/guardian
SART/SST/IST or other informal mediation
IEP is current and the IEP team addresses attendance
Community agency involvement, if appropriate
School police or Juvenile supression
SARB referral as defined by Education Code if all interventions have been exhausted and failed

Truancy Case Filing Guidelines
The District Attorney’s office is specific in their requirements for cases submitted to them and all of the following guidelines must be followed:
All SARB procedures must be followed
The minor must be between the ages of 12 and 17.6 years old
The minor must be severely, habitually truant with full day unexcused absences
Full day excessive absences are required. Period truancies and tardies (T and W) are not counted
A home visit of the child’s legal guardian is helpful
Recent address verification of the minor’s legal residence within the district is a requirement
All on-site interventions and placement adjustments should be exhausted, including pre-SARB contracts, SST’s, SART’s, etc.
Interventions must be done between each letter
Communication, letter, and the SARB contract should be written in the parents’ language.
Saturday school does not clear an actual truant day
Special education students can be referred if their disability does not prevent them from attending school regularly.

Referral Information
The official SARB forms that must accompany each referral are A, C, and D attendance letters plus the Referral Packet. Letter B is sent by Mandated Cost; please verify that this letter has been sent and note the date, as it is part of the due process. Our address is:

Note the distribution at the bottom of each letter. Letters A and D have a 4-part distribution and Letter C has a 5-part distribution. Letter C distribution requires copies to be sent to the Education Center, Mandated Cost Unit, Room 3160, for reimbursement by the state. Please make copies and distribute as directed.

All letters and the Referral Packet are available in English and Spanish on Zangle and below. The attendance letters are available in six additional foreign languages: Cambodian, Hmong, Lao, Somali, Tagalog and Vietnamese. These can be requested from the SARB office, (858) 490-8676.

SARB Letters
Interventions must be implemented and documented between each letter. The San Diego Juvenile Court will not consider period tardies (W's or T's). Absences (A) are not counted for a SARB referral because they are not verified absences.
